Q: I have a 1983 Mazda RX7 that is running too rich. How can I decrease the richness?
A: Why are you saying the car is running too rich?
Up until 1980, the carb had two adjusting screws. One controlled air volume to the idle circuit, the other controlled richness. The difference was that this model and earlier models had what is called a thermal reactor as part of it's emission system. In order to work correctly, the mix had to be quite rich so that the exhaust would continue to burn in the thermal reactor (exhaust manifold). When adjusted properly, they had virtually "0" emissions.
In 1981, they started putting 3 catalytic converters on the RX7. They made a special tool to adjust the carb. They probably no longer exist. Most 1981 models have had the limiters removed.
On most 1982 and later RX7s, I think the mix adjustment screw was plugged. Usually the plug can be removed, but the carb often had to be removed to do it.
A relatively common problem with the carburated RX7s was the carb float sticking. This caused raw fuel to flow into one half of the carb (#1 housing, or #2 housing). The cars would sometime run, but were very rich and often flooded to the point of stalling and being unable to restart.
The mixture adjusting screw was in the center base of the carb. You could access it by leaning over the drivers side fender and looking at the bottom section of the carb where it attaches to a plastic shield and then onto the intake manifold.

A: You have coolant leaking into the combustion space. This is will be caused by a leaking intake manifold or Rotor chamber.

I have a 1983 Mazda Rx7 thats pretty much stock except for great exhaust system. I want to get some new stuff but i dont know what would make it faster and better.

Internally, there is very little you can do to these motors that won't ruin drivability on the street. Unlike a piston engine though you do get big gains with a proper intake and exhaust setup. Most aftermarket carb setups for these cars are either obsolete now or not emissions legal so what you may chose depends on your needs.
If you have a 12A carb motor the biggest change would be a switch to a 13B injected engine (35hp bolt-in). Finding a good one is the problem.
The hot setup suspension wise has for years been a big front stabilizer bar (keep the stock rear bar for street use or remove it for the track), Tokico Illumina adjustable struts and Suspension Techniques coil springs. I believe Energy Suspension make replacement bushing sets as well.
The old P185/70HR13 radials on 13x5.5 rims of the 12A models is an obsolete tire setup. To get a good, grippy modern tire you need to use 14 or 15 inch wheels with appropriately resized tires.
If you have a drum brake rear axle swap it out for a complete disc brake axle. Not only will you get the disc brake but also a decent Limited Slip Differential. Don't use the axle from a GSL-SE (13B) model as the bolt pattern for the wheel is different than on the 12A models.
It's been a while since I've owned one of these so my specific memories are a bit fuzzy but that should cover the basics.
